Nevada appoints Philippe Ziade and George Alwan as special envoys

Philippe Ziade and George Alwan have been appointed as Special Envoys for the State of Nevada. George Alwan will serve as Special Envoy to the Middle East, bringing experience in international relations, law enforcement, and national security. Alwan has previously led delegations from the Middle East to Las Vegas for major events such as Formula 1, the Las Vegas Grand Prix, and the Super Bowl. These efforts contributed to a Memorandum of Understanding between the Las Vegas Metropolitan Police Department and the State of Qatar. He also coordinated U.S. law enforcement agencies in preparation for providing security at the 2026 FIFA World Cup in the United States.

Alwan is expected to use his understanding of economic and cultural issues in the region to help position Nevada as a partner focused on trade, cultural exchange, and investment.

“These appointments are key to advancing Nevada’s international economic priorities,” said Tom Burns, Executive Director of GOED. “Mr. Ziade and Mr. Alwan offer deep expertise, established relationships, and a shared commitment to supporting Nevada’s global outreach and long-term economic growth.”

The Governor’s Office of Economic Development (GOED) was created during the 2011 session of the Nevada Legislature through collaboration between lawmakers and the Governor’s Office. GOED works to promote economic diversification in Nevada by encouraging business expansion, entrepreneurial activity, new business attraction, and community development.
