Tahoe Regional Planning Agency appoints new general counsel

The Tahoe Regional Planning Agency (TRPA) Governing Board has announced the appointment of a new General Counsel. Graham St. Michel, who has a background in environmental law and public service, expressed his commitment to TRPA’s mission: “I have dedicated my professional life to environmental law and public service, and TRPA’s mission has been a guiding inspiration for me from the start.”

Cindy Gustafson, Chair of the TRPA Governing Board and Placer County Supervisor, welcomed St. Michel to his new role. “The board welcomes Graham, and I am confident he will continue to safeguard the public’s interest in protecting and restoring Lake Tahoe,” she said.

Gustafson also acknowledged the contributions of John Marshall, who previously held the position. “We thank John Marshall for his years of service and for helping to build the legal underpinnings of this unique agency,” she stated.

Marshall was instrumental in defending Regional Plan policies related to sensitive stream environment zones before the U.S. Supreme Court. The case, Tahoe Sierra Preservation Council v. Tahoe Regional Planning Agency, is frequently referenced in discussions on environmental law and public policy.
